The words, while often misattributed to Thomas Jefferson, were actually first used in a pamphlet produced by the Peace Committee of the Society of Friends (Quakers) in 1961. John Lindsay, the former Mayor of New York, also used them in a speech defending anti-Vietnam War demonstrators in 1968.
